Tim Kaine: Trump has no congressional authorization for Syria strike

"He should not have done this without coming to Congress," Kaine said.

The strikes took place around 8:40 p.m. Eastern time Thursday night and were only confirmed following the attack. While some members of Congress were notified of the strikes, the majority found out through press reports, Kaine said.

That's unacceptable under the Constitution, the Virginia Democrat said.

STFU. It ain’t Trump’s fault that Obama didn’t have a pair. Not every military action needs congressional approval. Carter and Reagan both used military force without first consulting Congress, the former disastrously, and the latter effectively against Khadaffi and in Granada, though disastrously in Beirut. Then there was Bush 41’s action in Panama, and the Mogadishu deployment, and Clinton’s disgraceful retreat.

The Constitution is not just a piece of paper and Congress needs to do their job of oversight.


The lazy bums in Congress are only working 8 days this month. It’s hard to see them doing their “job” anywhere. Requiring a POTUS to herd those cats any time they want to use force will result in permanent gridlock.

When the President introduces the U.S. Armed Forces into hostilities within the territory, airspace or waters of a foreign nation, the President has the following War Powers Act reporting requirements I mentioned previously, which are specifically in 50 U.S. Code 33, § 1543 - Reporting requirement:
In the absence of a declaration of war, in any case in which United States Armed Forces are introduced—

(1) into hostilities or into situations where imminent involvement in hostilities is clearly indicated by the circumstances;
(2) into the territory, airspace or waters of a foreign nation, while equipped for combat, except for deployments which relate solely to supply, replacement, repair, or training of such forces; or
(3) in numbers which substantially enlarge United States Armed Forces equipped for combat already located in a foreign nation;

the President shall submit within 48 hours to the Speaker of the House of Representatives and to the President pro tempore of the Senate a report, in writing, setting forth—

(A) the circumstances necessitating the introduction of United States Armed Forces;
(B) the constitutional and legislative authority under which such introduction took place; and
(C) the estimated scope and duration of the hostilities or involvement.
It's the setting forth of the requirement in Part (B) that will be interesting to read.

I was assigned in WA state in my first assignment in the Air Force at Fairchild AFB near Spokane back in 1976-1980. Loved the Inland Empire. I entertained ideas of retiring there before the Great Malevolent Infestation from CA in the 1980s irreparably damaged that beautiful state.

I still have find memories of my time there, though.. great times!

Stopped at Fairchild years ago when my dad was in the AF and we drove to Seattle from Denver to visit relatives (going through Montana to pick up grandparents).

I prefer the western part of the state for beauty, but hate all the libs that have moved here from CA and even the east coast. As you said, started about early 80s. That and what has appeared to be voting fraud in one or more elections in King County. The Seattle mayor is a total joke, so is the socialist on the city council.
