Rhode Island is smaller than the DFW Metroplex. Further, the population is, as a rule, higher educated, mostly white, very few illegal aliens, with the retirees moving out to the south.

You cannot equate what happens in Rhode Island to what would happen in, say, Texas, where you have a high number of illegals subsisting on government handouts, who can’t speak English, who have no interest in melding into the population.

As a percentage of the population in RI, there are plenty of them there. I see it every weekend.

When Rhode Island received its Medicaid waiver, 1 of every 5 residents was enrolled, and costs were growing by 7.5 percent annually. Under the waiver, the state's official Medicaid documents show, costs rose an average of only 1.3 percent a year from 2009 to 2012...

Funny, this comparison fails to mention anything about DFW. I must have some sort of special filter enabled on my computer that allows me to see what was actually written. Either that or RI took some other action in 2009 to export high cost Medicaid cases.
