Because she had NO valid justification for the unmasking to occur. James Clapper even said there was no evidence of any Russian conspiracy. It was purely so that the information could be more widely disseminated to the various agencies due to Obama’s late changing of the rule for info sharing. Furthermore, one the people that she had copied on the unmasked dcos was Ben Rhodes...of Benghazi talking points fame.
Rice denied it on TV because she is a natural liar, and because of the obvious political impact to the Dim narrative.
