Oh yeah, plus another thing: She could very well run for POTUS in 2020, and what if she wins?? He has GOT to see to it that she is prosecuted and locked up for the good of the country.
As much as Trump and most of us hate/despise Hill, she is not a priority during this Trumpgate Issue.
If she was involved, she will become collateral damage.
