That looks like the actual F.O. cable, and not the F.O. conduit in the Google Maps street view pic linked earlier.
I saw some local twitter posts that said the same thing. I think the insulation on the fiber cable might burn just as well as the conduit and there would be more of it on the reel since the conduits are of course hollow.
