Great idea! Just allow insurance companies to offer plans that the customers want at a price commensurate with their level of risk to the insurance company. In other words, instead of repealing OCare, put a sane system in place to compete with it. OCare will crash faster than a stunned falcon.

So, we would still have the individual mandates, and taxes?

If passed, this law would supersede ALL laws regarding health insurance. In other words, Obamacare would be no more.

If Congress wants to create a High Risk Pool for those with difficulty either purchasing, or affording health insurance, because of pre-existing conditions, it is free to do so, under this law. But this would also give health insurance companies the ability to offer high deductible catastrophic insurance policies for those who want to purchase their health maintenance retail, but have insurance for big ticket items, like cardiac bypass operations, cancer treatments, etc.

It might also incentivize folks to get healthier, if insurance companies can offer policies at a discount for those who don't smoke, have lower cholesterol, keep their weight down, etc. It's the free market; we could see just about any 'boutique' policy imaginable!
