Then you expand your caucus til he has to. Chris Stewart, a good conservative from UT, isn’t in it because of the requirement that 80% must agree before they can vote on something.
It’s a position of strength at times, not at other times. They need to understand their LIMITED power—10% of the House membership needs to look for ways to work with Ryan and shape stuff, not come in at the last minute and throw monkey wrenches.
