Most of the HFC is already on Ryan’s side, just playing the bad cop in order to ensure that nothing whatsoever gets done.
If they’d had a mind to do it, they could have engaged in negotiations in order to get more of what they wanted, but I personally didn’t see much in the way of negotiation. The deal could have still fallen through and probably would have, but they could have at least set up future bills to be more conservative.
IF they believed what they were saying.

It’s as if everyone was playing their role in the Kabuki theater. Ryan gets to say he tried. The FC gets to say they took a stand. Meanwhile, we the people get the crud-sandwich status quo.
Nothing will change till Ryan’s out. The silence of the FC calls for his ouster are deafening.
