1. Not members of th KKK (why those laws were written)

2. Because they engage in activities conducive to leftist goals.

Two reasons. First the in charge politicians told the police to let the rioters do what they want to do with no opposition. And second, the rioters know they are free to even kill and if jailed they will be released with no charges.
