If he had really wanted to get rid of zerocare he would have made the rounds to almost everyone on both sides of the aisle and in Both Houses, and started with the President. He would have created a much simpler bill.
There's plenty of blame to go around, but RYNO deserves the bulk of it, for the reasons you indicated. He also should have allowed floor amendments.

I don't know how likely this is, but I believe the majority could bring this back AND save face by "reconsidering their actions" and opening it back up for debate and amendments from the HFC. Jordan should stand up on the floor and demand it.
The President could state that he WILL NOT sign any bill that does not reverse the premium escalation, and Make Insurance Great Again.

What Ryan had was never going to pass and I think he knew it. He had two other fail safe parts of the bill. If either one failed the whole bill was basically neutered.He had to have known that and had to have designed it that way for obvious reasons. He never wanted it to pass.
I think Trump figured that out after it was too late.So the patriot he is he worked as hard as he could bringing in House members by the dozen so no on could say he didn't try hard.
He tried as hard as he honestly could. But in the end he made sure it was known to everyone that this was now Ryancare. I think Ryan also may have stopped the vote since if Trump had another week, kept bringing in house members at the rate he was, Ryan realized it might pass. He didn't want that so he stopped the vote along with Pence's help. Remains to be seen if they even told Pres. Trump or not.
