Republicans used to be terrified at the thought of no fillibuster, having no confidence in their ability to explain their case to the people or to keep on going until the people learned from their mistakes. This caused them to continually quit and run.
I think Republicans let the Demonrats run the agenda even when they are supposed to be in charge...no wonder nothing changes..
