Why "so-called?" Is that another way of saying "there's no such thing as Islamic terrorism?"

I refer to it as the so-called ‘Islamic State’ as well, but for reasons of mockery. It is no more ‘a’ much less ‘the’ Islamic State, than I am Spiderman or the Queen of England. :P
