One way to do it might be to require that for a Senator filibustering a USSC nominee, that Senator must stay on the floor offering comments and speeches, just like in the old days of filibustering. None of this filibustering by threat crap. Get rid of the two-track system Mansfield and others put in place. Call their bluff, and make Schumer or whoever wants a filibuster to do a Jimmy Stewart on the Senate floor. And make the ‘Rats sit and listen to him.
Also, make the filibuster speech germane to the issue...No more “Green Eggs and Ham” speeches or reading Tom Sawyer....
