It’s impossible to stop someone from driving a vehicle through a crowd of pedestrians unless you are doing extreme profiling. I don’t know how someone gets arrested until after the vehicle stops and lots of people are dead at that point.

Bollards, gates, armed guards. We’ve been doing that stuff since 9-11. The Brits weren’t, apparently.
