In my opinion, Comey's deception hinges on the word "wiretap." Wiretapping is not the same thing as surveillance. The FISA warrant was on surveillance, which is not the same thing as obtaining (information, evidence, etc.) by tapping telephone or telegraph wires. Wiretapping involves making a physical connection to telephone wires. In this modern era, you can be monitored through cell phone traffic, which is not a wiretap. It is taken from off air radio frequencies. Fiber optic phone lines are also monitored. The conventional tapping is through Passive Fiber Optic Splitters. This is not the tapping of a phone line, it is the tapping of multiple phone lines. Hence, the parsing of words helps Comey in this application. However, who knows what other technology is being used that allows monitoring of fiber optic lines without the conventional tap?
So it’s like when Clinton: it depends on what the definition of “is” is.
