As far as I can tell, this “RYNOcare” bill simply defunds Obamacare. It’s a fiscal mechanism, not a statutory repeal bill. As a reconciliation bill, it can be passed with 51 votes in the Senate and then signed. That’s why it does nothing else, and why the President is so anxious to get it passed.
Obamacare cannot operate without funding.
Besides, it’s Congress and Ryan that are standing in the way of giving Trump everything he wants for Healthcare.
I am literally fixing to start praying this bill fails. And I’m also going to pray for Trump to get back on track with the healthcare the vast majority of Americans want. Everyone needs to contact their congressmen and tell them repeal completely, and go with the Rand Paul bill, or nothing.
Yep. His very first bill. One and done.
This is an opinion site—OP is entirely within rights to suggest that Trump would lose his base on this. Obviously that doesn’t mean everyone, but nonconservative, rust-belt, white voters are only the constituents who put him over the top. His base is indeed “the deplorables”.
The Republicans want to repeal and replace Obamacare in the worst way. And with Trumpcare they would be succeeding.
Then repeal Obamacare now. Eliminate its funding and it will collapse on its own. Why the need to replace it with this conglomeration of crap that is Trumpcare?
I have written about the complicated process by which this must be done, the committees, conferences, etc. But what is just as important, President Trump is doing right now, the “arm-twisting” and the haggling.
When a bill is first proposed, those individual congressmen and senators who have vested interests immediately cram it full of what they individually want. So it is burdened with pork, garbage, greed and all the other problems.
The committees are the first “screen”, to take out the worst of these chunks. Then the haggling commences with the House and Senate leadership, and in this case, President Trump, that takes out some, likely adds some more, and searches for the magic number of votes to get it to pass.
Importantly, just to pass the initial vote in the House and the Senate, so that it can go to the conference committee between the two. The members selected for the conference are hand picked by the leadership, and they go in prepared for *intense* haggling.
They must produce a bill that will again be passed by both the House and the Senate. So far more deletions than additions, since eliminating things with strong objections by blocs in the House and Senate have more pull than including the bells and whistles that some want.
The “whips” who are the vote counters and arrangers, are very busy people, because they have to offer alternatives to those blocs denied what they want. This is part of the infamous, yet *essential*, “IOU system”.
This means, “vote for this now, and you will be owed a vote in the future for what you want”; and its flip side, “vote against this now, and you will be punished for something you want in the future.”
This is how the whips keep party discipline, which you have to have to get your agenda through.
Ending on a pleasant note, President Trump is renowned for his haggling to produce the best results. If he fails to get a deal, he loses as much as everyone else, so he is motivated to haggle.

It has become apparent the Trump and the Freedom Caucus agreed on several things including mandatory coverage of mental health crap and pregnancy and birth control. There was more but it isn’t public YET. But the RINO’s are now killing the BILL!!! They want this free crap or else. They are all a bunch of liars. They call themselves “conservatives” and then change the definition to include SOCIALISM!! PAUL RYAN IS AT FAULT FOR THIS FAILURE!!
