Wiretapping in the strictest sense is attaching a listening device to phone lines. Perhaps that is not how the surveillance was collected.

Planting a bug or using other types of hidden microphones would not technically be considered "wiretapping" if your main desire was to mislead someone who is investigating.

I haven't seen a transcript, but I wonder if Comey was asked if the FBI, or any federal intelligence agency, had monitored or recorded any private communications by Trump or any of his advisers.

Brit Hume brought up a great point last night. He said if the Trump campaign was under investigation by Comey then there had to be some kind of surveillance

“Wire tapping “ is a generic term for surveillance, not a literal term any more. These are NSA Echelon transcripts used internally by the cia to unmask transition team members ( Flynn)as well as many others including our PRESIDENT and to feed information in and out of government without a warrant.
