"As first reported, on or about Jan. 11 off this year, by Andrew McCarthy in National Review, the Organs (deliberate Soviet reference to "Organs of State Security") tried and failed to get a general FISA warrant against the Trump campaign and others in June of 2016, so they narrowed their request to one server at Trump Tower that was allegedly communicated with by a Russian bank and got a narrower warrant in October of 2016. The FBI's interception of communications through that server yielded nothing but, according to McCarthy, the interceptions still continued. It looks like this is what Nunes is referring to. Also probably Trump.
That apparent FISA warrant of October 2016 is what makes the surveillance look legal, since it was based on allegations regarding communications by a Russian bank with the Trump server. However, the CIA at that time had a program that mimicked Russian hacks. Thus, the affidavits filed to get the apparent October FISA warrant could well have been false, since they probably were based on the CIA's fake "Russian" communications with theTrump server."
Scenario: A false Russian bank server was pinging and linked to trump. A dirty agency then used this false information to obtain a FISA warrant, on "narrow grounds." The agency then used this "legally obtained" warrant to conduct unlimited surveillance on Trump and his people. And, the agency leaked names of people surveilled to other agencies and media jackals.
