Originally the republican standard was repeal obamycare. Repeal and replace was a trump plan that started during the primary. This is largly his fault. He won’t accept a clean repeal without “taking care of people”
Nope. Repeal was the war cry in 2010, immediately following passage and early 2011. Mitt Romney changed repeal to "Repeal and Replace" in 2011 during the primary campaign and we've been stuck with it ever since.
