Spicer: the President and his team have done everything humanly possible to get members to vote for the bill. Made every adjustment possible. At the end of the day you can’t force people to vote.
Members have to decide if they are going to keep their pledge to repeal and replace. This is their chance. If it fails we will move on.
Spicer: ultimately they will have to go home and explain why they didn’t repeal and replace Obamacare.
