Ryan wouldn’t budge. Lay the blame squarely at Ryan’s feet.

These are the hard core RINOs (NOT “centrists” at all, though the media describes them as such).
About 16+ of them are ‘no’ votes now.
Only 5 or 7 libertarian members of the Freedom Caucus are ‘no’ votes now.
