I think the bill has to be finalized tonight at the Rules Committee (which is meeting now: https://rules.house.gov/video/rules-committee-hearing-hr-1628).
Mostly, the negotiations seem to consist of promising conservatives things in future bills, not a powerul argument. Trump needs to get RINOs to compromise with conservatives on THIS bill. But RINOs never compromise with copnservatives.
