The requirement that it has to withstand any breach attempt for at least an hour allows time for the Cavalry to arrive. Those UA 571-C Automated Sentry Guns would make a nice addition to the Border Wall.

It certainly beats two rows of barbed wire. Even cattle laugh at that. 30 feet gets pretty high when you’re at the top of the wall looking down...trying to figure out how to get down, trying to figure out how to get across the next barrier (it will be double-fenced), and then trying to figure out how to do all that before the feds sweep you up, since the sensors on top of the wall tell them where you are.
Or another way to look at it - ask the Palestinians, people that have a MUCH GREATER INCENTIVE to breach their wall (of similar height), since it means Jihad and killing of Jews...yet they’re stuck on their side.
As others have noted, a wall is simply a FORCE MULTIPLIER...makes it much easier for the feds to round up the ones thinking they can cross...and funnels them together.
