I would love to see top 3 bidders awarded performance based contracts.
They are each assigned 50 miles of fence in Phase A, and depending on cost, schedule, & Quality performance, are awarded Phase B contracts.
If each performs to standards they continue to participate in the build.
If any fails, the remaining contractors pick up that share.
That’s pretty much how Trump’s contracts read. Performance milestones are baked in. That’s how he got that skating rink in NYC built under budget and ahead of schedule. Be shocked if doesn’t use the same approach here.
I want to see the Israelis get the contract. They know what they’re doing.
