This was suggested by Judge Napolitano on Fox News. The U.S. did not say it in the first place, and couldnt (and wouldnt) be able to assure anyone that it will not repeat.
Sean Spicer cited Napolitano in a White House press briefing. If the claim can't be substantiated, or it's not desirable to talk about it in public, Spicer should never have mentioned it in the first place. As it is, it appears we are being forced to swallow our words in front of the world. Not the biggest deal in the world, but not a good look, either.

It’s obvious that instead of watching the press conference you only got the fake news version from a hard left source.
The point that Spicer was making was exactly that none of the stories could be substantiated. Be it about Russians or wiretapping.
