I think that could be a very accurate statement. They weren't after, "Trump Tower" so, of course, it wasn't surveilled.

On the other hand the computer server we hear so much about wasn't in Trump Tower it was off site. And not spying on Trump Tower doesn't eliminate spying on one Donald J. Trump.

From the parsing, they are purposely staying away from intel swapping with foreign partners.
