If you recall, the senate wrote obamacare from a bill about somrthing other than healthcare.
That was one of the potential challenges to the scotus...that it had not truly originated in the house.
Of course there can be amendments.
Each will be examined by the Parliamentarian.
From day 1 it has been made clear that if you want modifications and they can pass the Parliamentarian, there’s no reason not to include them.
