The Judicial Administration and Improvement Act of 2017 would create a new 12th Circuit Court of Appeals covering Alaska, Arizona, Idaho, Montana, Nevada and Washington state. The states remaining in the new 9th Circuit would include California, Oregon, Hawaii and the territories of Guam and the Northern Mariana Islands.

McConnell and Ryan are not interested in advancing a conservative agenda. Other than their meaningless show votes to fool the rubes out in fly-over country, they are focused on advancing legislation their lobbyist donors want.

Congress should move the 9th’s courthouse to Guam.

Move the Ninth Circuit to Bakersfield CA. Half the judges will quit within a year.
Move the 9th from the uber-high cost of San Francisco to say, Eugene, Or, or Bakersfield. Let Trump negotiate the rent. Has benefit that lower cost of living = lower wages, lower retirement costs.
Or Johnston Island!
