Trump ought to have allies in congress increase the judiciary budget, so that there can be more circuit courts of appeal, so as to divide the responsibility more evenly. Let one new circuit court have Washington State, one Oregon, one for Alaska, one for the California Bay Area, and one for Hawaii. That will make sure cases get heard expeditiously, and somewhere in this mix of new appellate judges, there has to be a panel or two that are not comprised entirely of left wingnuts.
