People in power are jealous of their power. They work very hard to insure that their own tools are not used against them.
If you think there are no political controls by the President to make sure that renegade NSA types have serious risks if they use their tools against the executive branch, you are being naive.
It is much, much easier for a president to punish people in the NSA than it is for people in the NSA to punish a president.
