I do not understand how this works, with bills coming out in stages. How can anyone vote with for anything when they don’t know what the rest of it contains?

Part II is actions to be done by secretary Price within the department. No vote needed.
I agree that part III if it is to be done concurrently as Price has repeatedly said, needs to be released now and discussed now as part of phase I
