I could be wrong but I thought I heard Dr. Price and/or Sean say that they’re doing it in phases - Phase I only requires 51 votes in the Senate, but I think 2 & 3 require 60 votes.
No vote on II That segment would be done by EO from Secretary Price (simply negating what was done by O’s secretary’s orders.)
