A foreign service officer may or may not be something else, disguised as an FSO, but Ambassadors are actual representatives of that country's leader. They are not spies, and they do not conduct espionage. If they were and did, the hosting country would shut down the embassy and throw them all out and there would be NO diplomatic relations at all. In fact, they might go so far as to remove diplomatic immunity to the whole lot of them, and imprison, try and execute them. It IS a very big deal.
