FOCUS ON HIS JOB....
Between meetings on specific subjects and embassy parties, the latter which occur every night of the year, everyone knows each other over a very short period of time.
This is a nothing burger. If he did not know the Russian ambassador I would question whether he was doing his job as a Senator.
These people do not operate in a bubble. Part of their job is to develop relationships with ambassadors and their staff.
