Every effective organization does not rely on one person. The nature of such orgs, is developing talent, and growing them. Apple, google, etc.
Terrorism is no different, we've killed thousands, and others fill the void. In order to prevent such things, you need law and order. You can't do that by destabilizing the ME.
If it takes dictators to hold the line, then so be it.
