As a longtime former waiter, I can understand if service is bad due to situations out of the server’s control (like slow service from the kitchen.) In those situations, I don’t “take it out on the server.”
When service IS really bad, I’ve left a penny a couple of times in the past to make a point, but in every one of those cases, I also had a chat with the manager, letting them know there was a problem.
