If Philly shoppers went to the trouble to shop out of area for soda, they probably went ahead and purchased much more in the same shopping run. Look toward more than just the tax receipts on soda to diminish.

Exactly right, and not just related items. If they’re driving somewhere to avoid a Philly tax on soda where to you think they’ll fill up the tank or go have a bite to eat?

That is exactly what is and will happen. Also a black market may emerge.
