The Barack Obama Presidential Center in Chicago could require a $1.5 billion endowment, its architects say, three times what was raised for the George W. Bush Presidential Center in Dallas.
Husband-and-wife architectural team Tod Williams and Billie Tsien noted that it will be difficult to raise such a huge sum because Obama scrupulously declined to do much fund-raising while he was still in office.

You can’t spin the greatest yarn in history without some serious cash to back you up. 1.5B is likely just the down payment.
What on earth for? The works of Saul Alinsky can’t take up much space and is cheap as dirt. Community Organizing could take up shelf space as it entails the writing of Joseph Stalin, Lenin, and Marx.....then of course there is Islam....still that is a lot of money for already available writing.
