Whatever happened to, ‘This is going to go on your permanent record!’
Remember the two boys from Arkansas who shot up their school about 20 years ago? According to the law as was then written, they could not be charged as adults even though they had murdered five. They were supposed to be released on their 18th birthdays, but Arkansas figured out a way to hold them until they turned 21, when they were given new identities and released with completely clean records. So “permanent” apparently doesn’t mean what we think it means.
