Trump’s new EO should reference Art IV, Sec 4 of the Constitution as authorization. The Constitution MANDATES federal action to prevent invasion (illegal and dangerous immigration is invasion) (Art IV, Sec 4) and there is no constitutional provision that the action must be non-discriminatory.
