Yes he does. And he loves and trusts those agencies, the NSA, FBI, CIA, etc. You know, the ones who assassinated Flynn politically!
Then that bit of intelligence may serve Trump well. You have to ask yourself how did Trump do as well as he did in NYC, having to contend with the bureaucracy, the labor unions, and the mob. He's evidently a master of intrigue.
I share the concern of this pick, but I'm by no means giving up on Trump's ability to pull this off. Many have fallen by the wayside underestimating Trump.
