Why would anyone need any sign off to identify someone who is either identified or identifies themselves in the recorded conversation on the phone that is up?

If they are listening to the Russian ambassador, and I would just assume that is standard operating procedure, and he gets a call that says, “hey good buddy, this is Flynn, keep those deposits coming to Mr. Trump’s secret accounts, because we’re definitely rolling back those there sanctions”, how would they not know who that is?
