Most all the basement I know of and that is hundreds have some type of windows.

Some walk out ones have big windows.

Most basement windows are small and high up on the walls. If this was a "basement," it appears to have a lot of open air exposure, as if the building was built on a slope and one end of the basement is virtually at ground level on the lower end of the lot.
