The president can order Secret Service protection for whomever he chooses. Millionaire Democrats like folksy Joe Biden milked this for wall it was worth. He had oodles of family members with Secret Service protection when he could easily have afforded to pay for their security himself.
So, President Trump could order Secret Service protection for Ivanka he wanted to do that. The left would have a hissy fit.
