Creeps like this do this because they can hire them cheap, don’t have to pay certain Federal Taxes on them. They also talk them into applying for Legal status.
If they leave their employer the process starts all over, so in effect they are forced to remain there until the process is completed.
It’s almost a form of bondage. I’ve worked with many H1B visa holders, mostly from India, and they’re here because it’s better than what they can get at home. But not only are they paid less, they usually have no benefits because they are contract employees and, as you say, they are bound to their employer In order to stay.
