They could take fingerprints or other bionetric scans on the incoming and outgoing immigrants, illegal or otherwise. If you don't catch them incoming you will outgoing so they can't come back if they violate felony laws in our country. Voting illegally mutiple times should be a felony. Sounds like the gal also committed forgery. You usually find out they borrowed someone else's ID to live over here as well.
