Over 10 million dollars per mile?

Over $18M per mile considering this plan is for only 1250 miles.

Over $3K per linear foot seems excessive. Solid concrete at $100 /cy could run 2’ thick for 20’ below ground and 50’ above ground and still only cost $500 per linear foot.
