Why, though, does that mean Putin should threaten them?

It doesn't "mean" any such thing. I'm suggesting that the Russia story may be a politically acceptable smoke screen for an activity that is politically dangerous.

Swedes in Sweden don’t think so. And the Putin problem is impacting many nations. They’re not in denial. I agree they shouldn’t ignore Islamists and others who are a problem, but nations often have more than one threat and having one doesn’t cancel out the second or even third.
