I disagree, IMO violet protesters are not the repentant sort. They will learn new skills in prison and likely be more successful violet protesters.
Hitler was jailed for something a little more drastic, and we all know how he turned out.
First you have to identify them. It's not a matter of "if." it's a matter of "when."
Phase A :
1) Outlaw masks and/or face covering except for defensive law enforcement use during riots. Subject to instant arrest, and minimum 90 day jail time. This would include preventing peaceful citizens from attending a non violent ticketed event of any kind. No exemptions.
2) Use permanent dye deliverable by rifle, to identify all masked rioters causing mayhem, throwing explosives , lethal objects or in possession of firearms, throwing barricades or other objects capable of breaking glass walls, or looting.
3) identified thugs directly causing any deaths is automatic death Penalty; no exemptions for mentally impaired killers.
4) Use Protected multiple High Definition Cameras of the entire event with streaming video collected wirelessly in armored vehicles for later court use.
I assume rational sober normal citizens can devise methods of neutralizing any countermeasures that the criminal subcultures can devise.
By law, prohibit all these measures from being employed for any demonstrations where none of the actions in Phase A items 1-3 are not employed by the rioters.
