So why is nobody stopping these thugs before it gets this far, if you see dozens of black-clad anarchists w/covered faces and weapons such as bats and hammers, the LEOs are told what, to observe?

In my opinion these organized riots go way beyond the protections offered by the First Amendment. The rioters ought to be arrested and prosecuted to the absolute fullest extent of the law and whoever is sponsoring them ought to face the same consequences. And if they crossed state lines to participate in or organize a riot it's a federal offense.
Arrest a couple hundred and let it be known that they face 5-10 years in prison and we'll go a long way toward convincing these rent a mobbers that there's a better way to make a buck.
